Operations Division
The Commission is responsible for the administration of its own affairs. Operations is responsible for the central matters of finance, personnel, administration and information technology. It also provides Secretariat functions to the Board.
![]() | Anne Dorling - Head of Operations. Joined the Commission in October 1990. Previously worked in St.Andrews, London and Nottingham in IT and other senior operational roles. As Head of Operations, Anne's main responsibilities include Information Technology, Human Resources, Financial Control and Planning, Strategic Management, Operational Management and FSC Secretariat Functions. |
Trish Cain - Human Resources Manager. Joined the Commission in April 1991 having previously worked in London. She moved into a dedicated HR role in 1998. A key part of her role is to provide an effective recruitment service ensuring the Commission attracts and retains staff of the highest calibre. She also provides HR advice and support to line managers and ensures the Commission’s HR policies and management practice are simple, effective and aligned to the needs of the business. She gained the Certificate in Personnel Practice in 2001 and is an Associate of the Chartered Institute of Personnel and Development (CIPD). She is currently studying the Professional Assessment of Competence route to gain Chartered Membership of CIPD | ![]() |
![]() | Brenda Dougherty - Human Resources Manager. Brenda joined the Commission in April 2003 and has over 20 years experience working in the banking industry gained with TSB Group and HBOS Group. She has spent the latter 8 years in Human Resources and is an Associate of the Chartered Institute of Personnel Development. |
Suzie Biddulph - Manager, Operations. Joined the Commission in September 1988 as a banking analyst working in the Banking Supervision and left in 1997 to bring up family and subsequently worked in School Administration for the Department of Education. Suzie rejoined the Commission in December 2004 to work in the Operations Division. She is responsible for the day-to-day management of the Commission’s finances; operational and premises management; and acting as Secretariat to the Commission’ Licence Application Meetings. | ![]() |
Donna Shimmin - Manger, IT.. Donna joined the Commission in November 2003 as a Systems Operations Assistant and was appointed Manager – IT in April 2007. Donna gained a Higher National Diploma in Computing – Software from the Isle of Man College. Donna’s main responsibilities are to manage, support and develop key business systems within the Commission including on-line systems to improve the effectiveness and efficiency of the Commission’s activities and enhance external delivery to stakeholders.
